It's best if she starts at genin level. Also The character creation will soon need to be redone.
So Genin is definitely best for the time being.

Character back ground needs to be longer also.

Alright - just start at Genin for now. You and Giketsu can be on a squad together and you'll probably excel well in the Chuunin Exams.
